This Supreme Decree establishes Peru’s long‑term framework (Política Nacional: Estrategia Nacional ante el Cambio Climático al 2050) for addressing climate change impacts while guiding a transition towards a low‑carbon and climate‑resilient development model. Applicable to all public entities, private stakeholders and civil society, the strategy is coordinated by the Ministry of Environment and implemented through national and sectoral planning systems. It sets out binding measures for adaptation and mitigation, supported by ongoing monitoring and evaluation in alignment with international climate commitments, notably the Paris Agreement.The Strategy seeks to reduce climate‑related damages by at least 20% by 2030 and 30% by 2050, focusing on sectors highly exposed to risks such as health, agriculture, fisheries, forests, water resources, tourism and transport. In mitigation, Peru commits to peak greenhouse gas emissions at 179 MtCO₂e in 2030 and achieve net‑zero emissions by 2050 through energy system decarbonisation, higher efficiency, enhanced forest conservation, circular economy approaches and sustainable agriculture. To deliver these goals, the policy outlines seven priority objectives, including reducing vulnerability among marginalised groups, promoting resilient infrastructure, fostering sustainable land use, expanding renewable energy and clean transport, and advancing governance through scientific research, citizen participation and the creation of “green jobs.” In this way, the strategy envisions a just and inclusive transition that curtails emissions and safeguards livelihoods across the country.
