The regulations aim to comply with the Montreal Protocol on Substances that Deplete the Ozone Layer, 1987 and its amendments, including the Kigali Amendment. The regulations aim to stop the production and use of substances that deplete the ozone layer, as well as control the production and use of hydrofluorocarbons (HFCs) that contribute to global warming. They also cover the production, import, export, transit, transport, trade, disposal, and use of these substances, as well as monitoring their import and export levels. Additionally, the regulations establish a system for collecting data to ensure compliance with reporting requirements and promote the use of ozone-friendly and low global-warming-potential substances and products through various measures, strategies, programs, incentives, equipment, and technologies.
