This is the first “whole-of-government” Global Climate Strategy that describes how the Netherlands wants to strengthen their response to the challenges that climate change poses, both domestically and globally. It's centred around four topics: 1) adaptation 2) mitigation 3) finance 4) loss and damage.
Adaptation: In order to reduce climate change vulnerability worldwide the Netherlands will
- Double their adaptation finance (in line with the Glasgow Climate Pact)
- Co-host the UN 2023 Water Conference
- Provide an additional EUR 250 million until 2025 to increase accessibility to food in regions that are climate-vulnerable
- Share Dutch knowledge and expertise on water management, the adaptation policy cycle, and smarter food production
Mitigation: Centred around helping the acceleration to a net-zero circular economy by 2050 globally
- Raising its national target for CO2 reduction to at least 55%, with policies focused on pursuing of 60% reduction
- Focus on partnerships with other countries to support net-zero ambitions
- Speed up the transition to zero-emission mobility and transport
- Cooperate with relevant actors (civil society, financial and knowledge institutions, environmental organisations etc)
- Double the financial contribution to stopping deforestation
Finance
- Increase climate finance with more than EUR 0.5 billion a year
- Develop instruments to mobilise more private capital for climate action in developing countries
- Partner for clean energy transition
- Strengthen sustainable investment, fighting greenwashing, and enhance the transparency in climate risks and impact
Loss and damage
- Increase the support to disaster risk management, with a special focus on universally available early warning systems and capacity to act
