Summary

Mexico’s Updated National Climate Change Strategy sets out a long-term vision for achieving climate resilience and carbon neutrality by mid-century, grounded in principles of environmental justice, inclusion, and intergenerational equity. The strategy considers centring the protection and restoration of ecosystems and prioritising the needs of socially and climatically vulnerable groups, including Indigenous and Afro-Mexican communities, women, youth, and persons with disabilities. It builds on Mexico’s legal commitments under the General Climate Change Law and the Paris Agreement, positioning climate action as integral to sustainable development and human rights. With a humanist and territorial approach, the updated strategy positions climate action as a vehicle for structural economic transformation, equity, and collective well-being.The strategy is structured around three interdependent components: mitigation, adaptation, and cross-cutting climate policy. It establishes progressive milestones at 10-, 20-, and 40-year horizons (2030, 2040, and 2060), aligning with Mexico’s Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs). The mitigation component seeks sector-wide emission reductions through a just transition to a low-carbon economy. The adaptation component focuses on enhancing the resilience of communities, ecosystems, and infrastructure. The transversal policy component strengthens governance, finance, technology transfer, and public participation. It was developed through a participatory process involving government, civil society, and academia.
