Summary

The updated Strategic Plan for National Development to 2050 (PEDN al 2050), approved by Supreme Decree N° 103-2023-PCM, constitutes Peru's principal long-term strategic planning instrument. Issued by the National Centre for Strategic Planning (CEPLAN), it articulates a national vision and establishes four overarching National Objectives designed to guide public policy formulation across all levels of government. Central to this framework is the explicit integration of climate change and environmental sustainability. Specifically, National Objective 2 commits to the sustainable management of the territory in order to prevent and reduce risks affecting people and their livelihoods, expressly situated within the context of a changing climate.

The plan operationalises this commitment through a series of strategic priorities and immediate actions. These include measures aimed at catalysing an energy transition, such as replacing the fossil fuel-based transport matrix with electric vehicles and promoting the importation of components for solar energy systems. Furthermore, the strategy emphasises the need to strengthen the integral management of climate change, including the monitoring of greenhouse gas emissions reductions and the effective utilisation of international climate finance. Collectively, these provisions are designed to enhance Peru's adaptive capacity and address systemic environmental challenges, including deforestation and waste management, thereby aligning national development with principles of climate resilience and environmental stewardship.
