This Strategy is intended to contribute towards Ireland's commitment to net zero by 2050. It contains sections on governance, the construction, bioeconomy, retail, packaging, textile, electronics and electronic equipment sectors, and cross-cutting measures. There are sectoral targets as mandated by the Circular Economy and Miscellaneous Provisions Act 2022. One of the targets for this Strategy is to have high-level governance on circular economy represented via the Climate Action Programme Board and the SOG on Climate and the Environment.

In parrticular, development of the bioeconomy including agri-food innovation, carbon farming and biogenic carbon sinks, and the increased sustainability of construction materials are intended to support climate goals.
