This Guidance from the Central Committee of the Communist Party of China and the State Council states that to realise the goals of carbon peaking and neutrality, the principles of national coordination, prioritising conservation, public-private collaboration, international competition and collaboration, and risk prevention must be followed. By 2030, the carbon dioxide emissions per unit of GDP shall decrease by more than 65% compared to 2005 levels and non-fossil fuel consumption shall reach around 25%. The Opinion contains actions including for green and low-carbon development planning; green production; adjustment of the industrial infrastructure and curbing the development of high-emission projects; accelerating the construction of a low-carbon and efficient energy system; accelerating the construction of a low-carbon transportation system; scientific and technological development; and improving the ability of carbon sinks. Policy and monitoring systems will also be improved.
