The EPP 2030 was issued by the Ministry of Economy and focuses on improving energy security, efficiency and competitiveness. It implies a small reduction in overall GHG emissions by 2020, and a 4% increase between 2020 and 2030. The document presents a sectoral strategy aiming to address the key challenges that the Polish power industry must faces until 2030, including growing demand for energy, inadequate fuel, energy generation and transmission infrastructure, significant dependence on external supplies of natural gas and almost full complete dependence on external supplies of crude oil, as well as commitments in the field of environmental protection, including climate protection. The new Energy Policy for Poland until 2050, which will reflect the decisions made on the EU 2030 climate policy, is under preparation. The document establishes a number of measures addressing energy demand, including national energy efficiency targets, energy efficiency performance certificates, minimum standards for power-consuming products, supporting investments in energy saving, and applying demand-side management techniques. It also establishes that energy supply should consist of a mix between cogeneration, renewables, grid modernisation, and nuclear. With this end, the EPP fixes measurable targets, for example: increase the percentage of renewable energy sources to 15% by 2020 and to 20% by 2030; boost the share of biofuels in the transport fuels market to 10%; and building of at least one biogas agricultural plant in each commune by 2020. The EPP 2030 strategy document establishes the need to gradually increase the share of bio-components fuel in transport fuels so as to meet planned objectives. As a result, the government established differentiated fuel taxes in a way that to promotes alternative fuels.PEP 2040 was officially released on September 8, 2020. It amends PEP 2030 and mandates a progressive phase-out of hard coal and lignite, investments in nuclear and renewable energy sources.

An aim to achieve a quantifiable outcome within a given time-frame, set by an institution such as a national government.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Groups of people who are adversely affected by climate change or the response to it

A set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy.

Justice is the ethical and political framework that addresses fairness, including issues of responsibility, rights, and structural inequity.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

Fossil fuel is a generic term for non-renewable energy sources such as coal, fossil gas, and oil (including crude oil, and petroleum products), that can be used for electricity and heat generation. Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Molecules in the atmosphere that play a key role in the greenhouse effect by trapping heat radiating from Earth’s surface.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

The management and allocation of funds, assets and investments to meet various objectives

A tax advantage is a fiscal incentive where the government reduces or exempts selected activities, goods or actors from taxes.

A loan is a policy instrument where funds are provided to a borrower with the expectation of repaying the principal plus interest.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Tradable permits are market-based tools that grant permission for specific activities, frequently used to regulate emissions. These permits can be issued within a trading system to manage environmental impacts.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

An integrated system of hazard monitoring, forecasting and prediction, that enables individuals, communities, governments, businesses and others to take timely action to reduce disaster risks in advance of hazardous events.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Dedicated pool of financial resources for climate-related projects.

A target to reduce the prevalence of a greenhouse gas over a specific time frame

Either money or something of monetary value is transferred between two or more organisations, people or countries.

Conditions that enhance the feasibility of adaptation options. Enabling conditions include finance, technological innovation, strengthening policy instruments, institutional capacity, multi-level governance and changes in human behaviour and lifestyles.

Actions or measures to adapt freshwater systems to climate change.

Actions to adapt human health, healthcare systems and well-being to climate change.

Coastal zone and marine-related actions and measures to adapt and increase resilience to climate change

Actions or measures to adapt freshwater, coastal and marine systems to climate change.

The release of heat-trapping gases, primarily from human activities such as burning fossil fuels, agriculture and industry.
