This Act provides the fundamental basis for much of current energy efficiency policy, most notably the Heating Cost Ordinance and the Energy Saving Ordinance. The Energy Saving Ordinance (2007) specifies the basic obligation that new buildings will have to be \Nearly Zero Energy Buildings\ (buildings owned and used by public authorities from 2019, all other new buildings from 2021). It was amended in 2009, with the requirements for restricting primary energy use and transmission heat loss being significantly tightened. The Federal Government expects these measures to effect a 20% reduction in CO2 emissions in the buildings sector by 2020.
