<p>This law aims to address climate change in line with Türkiye’s green growth strategy and its net-zero emissions target. It encompasses efforts to reduce greenhouse gas emissions and enhance climate resilience, along with related planning tools, funding mechanisms, permitting, monitoring, and the overarching legal and institutional framework.  The law covers mitigation and adaptation activities. On the mitigation side (Article 5), it envisages reducing greenhouse gas emissions in line with its Nationally Determined Contribution (NDC), net-zero emissions target, and national strategies. It assigns responsibilities to public institutions for implementing sector-specific mitigation actions and requires them to develop and monitor long-term plans. Measures include enhancing energy and resource efficiency, promoting renewable energy and clean technologies, reducing carbon footprints, and managing waste. Additionally, institutions must protect and expand carbon sinks like forests and wetlands to support overall emission-balancing efforts.  In the adaptation side (Article 6), it focuses on strengthening climate resilience by mandating adaptation actions aligned with the NDC, net-zero goals, and national strategies. Public institutions are responsible for integrating adaptation planning at national and local levels, with a focus on managing water resources, protecting ecosystems, and enhancing biodiversity. It promotes sustainable land and sink area management, climate-resilient agriculture, and ecosystem-based approaches. Lastly, it also emphasises the need for early warning systems and integrated disaster risk management to minimise climate-related damages.</p>

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
