This document, South Sudan’s first NAP for climate change, is a landmark achievement in the country’s response to climate change. The first NAP represents an important milestone in establishing a coordinated approach to building adaptive capacity and resilience to better manage the challenges the country faces, including changing environmental conditions associated with climate change and global warming. The first NAP also follows guidelines introduced by the United Nations Framework Convention on Climate Change (UNFCCC) in 2019.
The vision of the NAP is to mainstream adaptation planning within South Sudan’s development planning across different government line ministries and climate resilient communities. This will ensure climate-centric development for long term resilience and interruption of the poverty cycle. The mandate of the NAP is to build leadership and ensure stakeholder participation to fulfill South Sudan’s commitment to the UNFCCC and to operationalize climate change adaptation at all levels. The NAP will play a number of key roles for South Sudan, including the following:

Provide a roadmap of the steps needed to mainstream climate change adaptation into planning and budgeting at national, state and local levels.
Identify actions that are needed to create enabling conditions for scaled up access to international climate finance from both public and private sources.
Provide a baseline and starting point for climate change adaptation in South Sudan by consolidating all relevant information on the physical processes and impacts of climate change to establish a common understanding for all stakeholders.
Provide a common and coherent articulation of adaptation priorities to guide and coordinate all stakeholders, including government agencies, non-governmental organizations (NGOs), development partners, civil society organizations and the private sector, along the same pathway to a resilient and climate-adapted South Sudan. This includes providing a framework for determining and fulfilling South Sudan’s international commitments with respect to climate change adaptation.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

An integrated system of hazard monitoring, forecasting and prediction, that enables individuals, communities, governments, businesses and others to take timely action to reduce disaster risks in advance of hazardous events.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Heavy precipitation refers to any form of weather where substances fall from the sky, including rain, snow, sleet, or hail.

Geohazards are adverse geological phenomenon's that are capable of causing widespread damage or loss to property, life and the environment, such as earthquakes, volcano eruptions and tsunamis. Climate change can increase the frequency and severity of some geohazards, such as landslides, and soil erosion.
