This document was implemented through Decision 1393/QD-TTg. Green growth is a means to achieve a low carbon economy and to enrich Vietnam's natural capital through sustainable development. It notes that GHG emissions and removals are gradually becoming essential indicators in social-economic development, and attempts to normalise this within Vietnam's development framework.  The central pillars of the programme are - Low Carbon Growth - Greening of Production - Greening of Lifestyles  The strategy includes the development of tax incentives for high-technology, scientific research and technology development firms in the environment sector. They will pay 10% tax, a discount against the baseline 25% tax rate, for the first 15 years of operation.  Further incentives come from import tax exemptions to encourage the import and use of technology related to environmental monitoring, analysis and the development of clean energy. In addition, taxation will be increased on water exploitation, from 1% to 3% for the exploitation of surface water, and 3% to 8% for the exploitation of groundwater.  The strategy contains numerous targets. For 2020: - GDP per capita doubled compared to 2010 - Reduce energy consumption per unit of GDP by 1.5-2% per year - Reduce intensity of GHG emissions per unit of GDP by 8-10% or double the target with international support For 2030: - Reduce total GHG emissions by at least 1% per year without and 2% with international support. - Environmental degradation is addressed and natural capital stocks are to be improved while access to and use of clean and green technology is significantly enhanced. For 2050: - Vietnam has mainstreamed Green Economic Development. The PM Decision No.403/2014 approved the  National Action Plan on Green growth in Vietnam for the Period of 2014-2020.  Green Growth Action Plan in Vietnam is composed of 4 main themes, 12 groups of activities and 66 specific activities. The four main themes are: 1) to set up institutions and formulate green growth action plans at the local level; 2) to reduce the intensity of GHG emissions and promote the use of clean and renewable sources of energy: 3) greening the production; 4) greening lifestyle and promoting sustainable consumption. The PM Decision No. 965/2015 introduces the natural resources and environment action program for the implementation of the national green growth strategy for the period 2015-2020 with vision to 2030. The objectives of the program are the following: 1) to implement the objectives set out in the national green growth strategy, assist the restructuration and improvement of economic institutions to reach the goal of greening the existing industries; 2) to make a contribution towards the objective of reducing GHG emissions and respond to climate changes; 3) to prevent and eliminate the increasing tendency for environmental pollution, natural resources degradation and biodiversity decline. The PM Decision No.1670/2017 approves the Program on Response to Climate Change and Green Growth for the 2016-2020 period. The objectives of the program are the following: 1) to set out solutions to adapt to the impacts of climate change and mitigation of GHG emissions; 2) to restructure and perfect economic institutions to be able to greening existing sectors; 3) to implement the National Strategy on Climate Change, the National Strategy on Green Growth; etc.

An aim to achieve a quantifiable outcome within a given time-frame, set by an institution such as a national government.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Groups of people who are adversely affected by climate change or the response to it

A set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy.

Justice is the ethical and political framework that addresses fairness, including issues of responsibility, rights, and structural inequity.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

Fossil fuel is a generic term for non-renewable energy sources such as coal, fossil gas, and oil (including crude oil, and petroleum products), that can be used for electricity and heat generation. Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Molecules in the atmosphere that play a key role in the greenhouse effect by trapping heat radiating from Earth’s surface.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

The management and allocation of funds, assets and investments to meet various objectives

A tax advantage is a fiscal incentive where the government reduces or exempts selected activities, goods or actors from taxes.

A loan is a policy instrument where funds are provided to a borrower with the expectation of repaying the principal plus interest.

A subsidy is a direct or indirect payment to individuals or businesses, typically provided as a government cash payment or a specific tax reduction.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

A target to reduce the prevalence of a greenhouse gas over a specific time frame

Aligning the skills of the workforce with the requirements of the just transition.
