<p>The programme sets a medium-term agenda for national socioeconomic development, and notes climate change mitigation as a key area in energy and environmental policy. It supports the local deployment of renewable energy, biomass energy, a 37% reduction in net greenhouse gas emissions (1990 baseline), and the development of a green financing system. It also promotes landscape and ecosystem protection more generally, and improvements to environmental monitoring systems.</p>
