The Niue Strategic Energy Road Map 2015-2025 builds on the 2005 <a href="https://www.preventionweb.net/files/28164_niuenationalenergypolicy.pdf" target="_self">Niue National Energy Policy</a> and <a href="https://www.preventionweb.net/files/28164_niuenationalenergyactionplan.pdf" target="_self">Action Plan</a>, and the Niue National Strategic Plan 2014-2019. The Government of Niue decided to develop the Roadmap to achieve sustainability and reliability of the energy sector. It pursues the following four goals: 1) access to modern energy services, 2) a ordability of energy, 3) energy efficiency and productivity, and 4) environmental sustainability. The Roadmap notably details how the country is planning to achieve a significant renewable energy integration to the grid, and how to improve energy efficiency in the electricity and transport sectors.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.
