Albania

This plan aims to address the five dimensions of the Energy Union, namely energy security, the internal energy market, energy efficiency, decarbonization, and research, innovation, and competitiveness. It seeks to review targets and policies in the energy sector to alleviate energy poverty and provide affordable energy, to provide and ensure accessibility to quantitative data on the sector as well as to inform relevant stakeholders on the plan. The key policies and objectives focus on the increase in renewable energy sources, reduction of fossil fuels in transport and industry, incorporation of fuel switching and energy efficiency measures targetting the building sector, and the improvement of forestry management. The targets set in the plan include 18.7% emission savings and 54.4% renewable energy share in energy demand.

This document sets the government and its partners' priorities over the period 2021-2023. It notably calls for a financing of renewable energy capacity, and carbon-curbing measures.

This strategy, initially covering the period 2016-2020 but enriched yearly by monitoring reports since, notably aims to allow for the penetration of electric vehicles in the country.

This decision notably states that the government will support contracts for differences (CFDs) for producers of renewable energy.

Albania approved several National Action Plans on Renewable Energy since 2015. The National Action Plan for Renewable Energy Resources in Albania 2015-2020 was passed in January 2016. As one of the Contractual Parties of the Energy Community Treaty, Albania is obliged to transpose and to be in compliance with the EU Directive 2009/28/EC “On the enhancement of the use of energy from renewable resources”. One of the requests of the law 138/2013 “On Renewable Energy Resources” and of this Directive is the preparation and the approval of the National Action Plan for Renewable Energy (NREAP), which establishes national objectives of renewable energies in the final total domestic consumption as well as the supporting measures to achieve them.The National Action Plan on Renewable Energy 2018-2020, released in Official Gazette No. 45/2018, seeks to simultaneously boost the production of renewable energy and economic prosperity in rural areas.

This law notably aims to increase the use of energy from renewable sources, to reduce imports of fossil fuels and related greenhouse gas emissions, to promote the development of the renewable electricity market and its regional integration, to diversify the energy sources of the country, and to improve the energy supply of rural and isolated areas. This law seeks to consolidate Albania's international commitments to environmental protection and sustainable development. The document establishes 1) the legislative framework for the promotion of use of energy produced from renewable sources, 2) the binding national objectives for the contribution of energy from renewable energy sources in gross final energy consumption, 3) the rules for supporting the energy produced from renewable sources, 4) the obligation for transparency of information, 5) rules for access and operation of the grids for renewable energy sources and connection to the electric energy grid, and 6) the rules for issuing, transferring and cancelation of Guarantees of Origin for the energy produced from renewable sources. This law replaces law 138/2013.

This law was identified in Albania's updated NDC, however no further documentation is available.

Article 89.2 of this law stipulates that the Energy Regulatory Entity (ERE), under the conditions laid down in decisions of the Council of Ministers, and according to the general economic interest, may impose on natural gas undertakings public service obligations in relation to environmental protection, including energy efficiency, energy from renewable sources and climate protection.

This law notably aims to prioritise the production and use of energy from renewable sources. Article 81.4.a.b) states that suppliers must inform end customers about information source presenting data on the environmental impact of carbon dioxide and radioactive waste emitted during the production of electricity provided by the supplier in the previous year.

This law promotes the production and use of renewable biofuels in the transport sector.
