Barbados

This plan aims at protecting the population's private and community roofs from extreme weather events, such as tropical storms. It also seeks to encourage the use of renewable energy sources, rainwater harvesting, and nature-based solutions to reduce runoff into the coastal environment. This document has been identified in Barbados' updated NDC, however the text itself is not publicly available.

The Barbados Comprehensive Disaster Management (CDM) Country Work Programme (CWP) 2019-2023 was developed by the partners of the National Emergency Management System (NEMS), and endorsed by the Cabinet of Barbados.&nbsp;It aims to increase the country’s resilience by strengthening national systems and processes for emergency and disaster risk management.

This document identifies a high potential for micro, small and medium enterprises in powering the country's economic growth. It aims to enable MSMEs to deliver on this potential and expand their share of the GDP, with a focus on 1) Legislative, regulatory and business support framework; 2) Access to finance; 3) Market access, competitiveness and productivity; and, 4) Development of entrepreneurial skills, knowledge and competencies through education and training. The document notably seeks to facilitate the development of MSMEs in the field of renewable energy.

This Act provides for the establishment of the Catastrophe Fund to provide financial aid to any low-income earner who owns and occupies a chattel house (i.e., constructed of both wood and brick) valued at not more than $150,000, where that house is damaged or destroyed by a catastrophe. The National Insurance Board is responsible for the management and investment of the Fund.
This Act was amended in 2012 to provide that instead of paying the grant to the person entitled, the Committee shall pay the amount of the grant to an agency that has provided said person with a house or effected repairs to said person's house. In addition, provisions on offences for obtaining a grant through giving false information and failed repayment were also added.

This Act contains provisions on the prevention of air pollution from shipping activities; energy efficiency for ships; nomination of surveyors and certifying of certificates; emissions reduction measures for vessels; fuel options and fuel compliance; national level maritime energy governance; marine diesel engines; engine international air pollution prevention certificates; and exhaust gas cleaning systems operations.
The Barbados Maritime Transport Administration has the duty to keep abrest of activities of the IMO on shipping and climate change and adopt appropriate programmes, strategies and initiatives to promote IMO led activities at the national level.

This Act makes provision for the establishment, governance and operations of the Barbados Blue Green Bank; the facilitation of the financing of the sustainable green and blue sectors of the economy for the assistance of creditors and investors and the stimulation of innovation within the financial sector to mobilise the securities and loans markets in these sectors; the facilitation of investment projects in pursuit of climate resilient and climate adaptation strategies; the investment functions of the Bank; and related matters.
The Bank shall receive and make grants and invest, directly or indirectly, in clean energy technologies, climate mitigation, climate resilient and climate adaptation projects or programmes in the sustainable green and blue sectors of the economy.

In December 2013, the Barbadian Parliament passed the Electric Light and Power Act (ELPA), thus replacing the 1899 version of the same act. ELPA actualises legal dispositions to electricity supply, distribution and demand while promoting renewable energy and ensuring security of supply. The new act liberalises the power sector, as independent power producers are allowed to supply the country alongside the Barbados Light and Power Company under a licensing scheme. Interconnection is promoted. ELPA charges the Minister to determine minimum and maximum supply targets. These governmental targets are not included in the act itself. They include an objective of renewable energy share of primary energy to be above 30% by 2020. The Electricity Light and (Amendment) Act, 2015 is the current version in force.

The Barbadian taxation system allows for certain income tax deductions related to the production and use of renewable energy. A deduction of 150 per cent of expenditures on energy audits and electrical retrofitting can be retrieved. For individuals, the deduction cannot exceed BBD $10,000 per year or five years. The deduction is also allowed for training in renewable energy and energy efficient systems for unemployed people under 25 years old.
