This document seeks to make Benin resilient to climate change with sufficient adaptive capacity and appropriate mechanisms for anticipating and responding to climate risks, low carbon growth and whose institutions, organisations, businesses and citizens adopt practices, attitudes and behaviours that are climate-sensitive.

The 2018-2025 PND is structured around the following major themes: (i) human capital and the well-being of populations; (ii) economic productivity and competitiveness; iii) environment, climate change and territorial development, and iv) governance. Through this architecture, it expresses the urgency of proceeding with an integrated approach to solutions to current development challenges and constitutes a favorable framework for the consolidation and sustainability of the achievements of the Government's Action Program ( PAG) 2016-2021.

The Low Carbon and Climate Resilient Development Strategy is a mid-term and short-term thematic intersectoral strategy covering the period 2016-2025. It responds to Benin's dual need to address the adverse effects of climate changem in particular the identification, adoption, dissemination and appropriation of adaptation measures on the one hand, and the desire to contribute to the reduction of GHG emissions on the other. The overall objective of this strategy is divided into three specific objectives: (a) strengthening the resilience of local communities and economic production systems (OS-1), (b) reducing GHG emissions from anthropogenic sources (OS -2), and (c) strengthen the protection of communities, especially those most vulnerable to natural disasters (SO-3). The financial resources required for the implementation of this strategy will be mobilized mainly through the three financing mechanisms that are: the state investment budget, loans, grants and donations, with financing mechanisms dedicated, including Benin's multilateral and bilateral partners.

The national strategy was launched in 2013 with the goal to equip Benin’s population and institutions with the skills needed for a green, low-carbon, and climate-resilient future. The strategy lays out a 6 years Action Plan (2013-2019) with a roadmap for implementing targeted interventions to build climate-related skills and institutional capacities. Organised around the strategy’s five axes (formal education, informal education, non formal education, institutional capacity in educational sector, and institutional capacity in key sectors), the plan detailed specific activities: integrating climate change education into school curricula, training teachers and public officials, conducting media campaigns, and strengthening institutions responsible for environmental governance. It included responsible actors, timelines, and indicative budgets to promote green, low-emission, and climate-resilient development across both national and local levels.

The National Action Programme to Combat Desertification (NAP) aims to identify the factors contributing to desertification and the concrete measures to be taken to combat desertification and mitigate the effects of drought. The general objectives are: to strengthen the capacities of the different categories of actors (state, local populations and communities, NGOs and other development associations, private sector) to ensure the sustainable management of natural resources Improve the institutional and legislative framework for combating desertification; improving the living conditions of the population and rehabilitating areas affected by desertification. The NAP envisages measures aimed at: (i) strengthening basic knowledge and developing information and observation systems for vulnerable areas; (ii) combating water erosion, including by intensifying soil conservation activities; (iii) developing and strengthening integrated land and water management programmes in the context of the diversification of income sources and the eradication of poverty; (iv) establishing comprehensive plans for prevention and relief in the event of drought. In order to solve the problem of food security, the NAP envisages increasing the production of foodstuffs while ensuring the sustainability of production factors, the increase of productivity and, in particular, the involvement of groups vulnerable social groups such as women and young people.

This law aims at preventing, protecting and managing the consequences of climate change and biodiversity loss for people, animals and vegetation in Benin over the short, medium and long term. The law sets out a framework for reducing greenhouse gas emissions and introduces measures to promote energy efficiency. The law also lays out a framework to take adaptation measures to protect the air, land, water and other natural resources. The law establishes a national Climate Change Committee, reporting to the Minister responsible for climate change, in addition to a Commission responsible for producing economic models on the impacts of climate change, and integrating relevant changes to the state budget.&nbsp;
The law also sets out a carbon tax. The modalities for this tax will be fixed by the annual finance law.
