This Action Plan was adopted by the government in 2016 in application of the 2013 framework law (Congressional Decree 7-2013). The Plan lists the mitigation and adaptation priorities that should be dealt with by public and private institutions.
Adaptation efforts should prioritise human health, coastal marine zones, small-scale agriculture, forests, infrastructure and water resources. Mitigation efforts should focus on energy, industrial processes, the agroindustrial sector, land use and scrap.
