Montenegro

This Law stipulates that the share of energy from renewable sources in the total final energy consumption are to be determined by the National Energy and Climate Plan of Montenegro (NECP). Incentives shall be allocated based on general energy policy guidelines, the NECP and obligations under intenrational agreements. The assessment of impacts of incentives on the electricity market and on investments in the electicity are to be carried out once every four years after the adoption of the NECP, and the assessment is to be used for the updating of the NECP.

This Law regulates the cultivation, protection, preservation and improvement of forests, planning, methods and conditions of forest use, construction and maintenance of forest roads, forest monitoring, as well as other issues of importance for forests, forest land and forestry. It also applies to the protection, preservation and use of forest trees located outside forests.
This Law contains provisions on protecting the ecological functions of forests, which include the sequestration of carbon from the air, and on forest monitoring. Forest monitoring is carried out for the purpose of preservation, restoration and sustainable use of forest ecosystems and their services, to increase the resilience of forests and enable the protection of the multifunctionality of forests, with a special emphasis on adaptation and mitigation of climate change.

This Decree contains provisions on strengthening the resilience of agricultural units through climate change adaptation, including reducing damage from drought through irrigation, and implementing smart agriculture solutions.

This Decision establishes the Commission for conducting the auction for granting emission credits. The tasks of the Commission are: determining the list of plant operators registered in accordance with the public invitation for award of emission credits announced by the Ministry of Ecology, Spatial Planning and Urbanism; granting of free emission credits; allocation of emission credits from the stabilisation reserve; conducting a public auction and selling emission credits to plants based on an application of plant operator; reporting to the Government of Montenegro on the conducted auction, number of registered operators, amounts of granted emission credits through free allocation, the amount of purchased emission credits and credit transfers; preparation of the proposal for the allocation of collected funds.

The National Forestry Strategy was prepared then by the Ministry of Agriculture and Rural Development and now by the Ministry of Agriculture, Forestry and Water Management, based on the draft document prepared by the consulting team engaged in the framework of the FODEMO project (Forestry Development in Montenegro project).
The Strategy contains actions relating to increasing the resilience of forests; developing the timber industry; rural development; biodiversity protection, including increasing the resistance of forests to the effects of climate change and other threats; and improving the management of forest fires.

This decree determines the activities that emit greenhouse gases (GHG) and require emission licences, including both activities for which a GHG emission permit is issued and for which a GHG emission permit is not issued. It indicates the total amount of emission credits granted to the activities under review, specifies the requirements for actions allocating emission credits, and regulates the minimum price of emission credits, as well as their recording, transfer, and use. It is based on the provisions of Montenegro’s Climate Change Law.&nbsp;&nbsp;
