Plan for cycling and active mobility

This plan aims at strengthening the cycling culture and increase the mode share of cycling in the country. The plan notably defines measures to improve road safety and vows to switch the incentives dedicated to commuting towards cycling. In order to reach its objectives, the government notably creates through this document a National Active Mobility Fund to foster the building of dedicated cycle lanes, and improves the framework to allow local territories to reach their own targets. The plan also seeks to reduce theft.


In 2023, an amended plan was released for the period 2023-2027. The new plan pursues three main objectives:

  1. Make cycling accessible to everyone, from all stages of life.
  2. Make cycling and walking an attractive alternative to private cars for local trips, and combined with public transport over longer distances.
  3. Make cycling a lever for the economy by supporting French players in the sector.
