Summary

  • Based on the government's vision of "makeing the Comoros an emerging country by 2030, respectful of human rights, gender equality and promoting the rule of law" and the Five-Year Investment Program (PIQ) 2016-2021, the SCA2D , as a national benchmark for the interventions of the State and its partners over the period 2018-2021, has set the following objectives: Strengthen the foundations of a structural transformation of the economy with a view to achieving strong, viable, sustainable, equitable and inclusive economic growth,
  •  Improve the quality of life of the population and guarantee equitable access to basic social services,
  •  Ensure rational exploitation of natural resources, in accordance with the principles of sustainable development, while taking into account climate change,
  •  Strengthen good governance and resilience in the face of political and institutional fragility, and promote the rule of law and social cohesion.


The document calls for more production from renewable energy sources, and protecting its carbon sinks.
