- Based on the government's vision of "makeing the Comoros an emerging country by 2030, respectful of human rights, gender equality and promoting the rule of law" and the Five-Year Investment Program (PIQ) 2016-2021, the SCA2D , as a national benchmark for the interventions of the State and its partners over the period 2018-2021, has set the following objectives: Strengthen the foundations of a structural transformation of the economy with a view to achieving strong, viable, sustainable, equitable and inclusive economic growth,
- Improve the quality of life of the population and guarantee equitable access to basic social services,
- Ensure rational exploitation of natural resources, in accordance with the principles of sustainable development, while taking into account climate change,
- Strengthen good governance and resilience in the face of political and institutional fragility, and promote the rule of law and social cohesion.
