The second version of the Plan Vélo was presented on September 20th, 2022. The core objectives of the plan are:
1. making cycling and walking an attractive alternative to the individual car for proximity trips and combined with public transport for the displacements of longer distances.
2. leverage economic benefits by accompanying the ecosystem of French bicycle actors.
3. Make the bike accessible to everyone, from an early age and throughout life.
The plan is organised around the following measures.
Safety:

The plan is organised around the following measures.
Safety:
- Develop cycle facilities and improve road safety.
- The bicycle plan also plans to help communities to finance cycle infrastructure projects on their territory. The Active Mobility Fund (Fonds Mobilités actives) aims to support, accelerate and amplify projects to create cycle routes within communities.
- AVELO program to help communities to engage in a cycle policy.
- Development of temporary cycle paths.
Safety: Better fighting theft.
- Cycles identification
- Secure parking in train stations and other multimodal places
- Secure parking lots of bikes in buildings
Create an incentive framework fully recognising the use of cycling as a virtuous mode of transport:
- Bonuses to buy bicycle.
- Tax incentives.
- The durable mobility package.
- Tax reductions for companies providing their employees with a fleet of bikes for their home-work trips.
- Develop intermodality train-bike and bus-bike.
Develop a bicycle culture:
- Knowing how to ride by bike
- promoting May as a bicycle month.
