Carbon Capture and Storage Act (KSpG), amended by Act 25.11.2025 to Carbon Dioxide Storage and Transport Act (KSpTG)

The KSpG was substantially amended and renamed to the Carbon Dioxide Storage and Transport Act (KSpTG) by an amending Act on 25.11.2025, in force since 28.11.2025. Where the KSpG had permitted permanent CO₂ storage only for research, testing, and demonstration purposes, the KSpTG opens the door to commercial-scale carbon capture and storage (CCS), establishes for the first time a unified authorization regime for CO₂ pipeline transport, and designates such storage and transport infrastructure as being of overriding public interest in planning decisions. It implements the EU Net Zero Industry Act's binding 2030 CO₂-injection-capacity targets and supports Germany's climate-neutrality goals.
