It approves the Flood Risk Management Plans (PGRI in Portuguese) in 8 Hidrographic River basins. The PGRI consists of measures aimed at reducing flood risks, considering the time required for their implementation and the deadline of 2027. The program of measures is a key part of the PGRI. It uses four types of measures: "Prevention," "Protection," "Preparedness," and "Recovery and Learning" to reduce the harmful consequences of floods, focusing on:
a) Human health – protecting populations at risk;
b) The environment – including water bodies, protected areas defined under the Water Law (such as drinking water sources, sensitive areas, vulnerable zones, and bathing waters), and areas within the National System of Protected Areas (e.g., the National Network of Protected Areas, Natura 2000 sites under the Habitats and Birds Directives, and RAMSAR wetlands);
c) Natural mineral waters – identifying protection measures for these specific resources;
d) Cultural heritage – including UNESCO World Heritage, National Monuments, and Archaeological Sites;
e) Infrastructure – focusing on sensitive buildings, transportation networks (roads and rail), public water supply, waste treatment, and wastewater facilities;
f) Economic activities – including agriculture, forestry, tourism, trade and service industries, SEVESO establishments (high-risk industrial sites), and other sensitive buildings.
