The National Climate Change Adaptation Plan aims at implementing climate commitments under the Paris Agreement. The Plan provides specificities of the adaptation component of Vietnam's NDC.
According to section 2(a) the general objectives of the Plan are to reduce vulnerability and risks from climate change impacts through strengthening resilience and adaptation capacity of communities, economic sectors and ecosystems; promote the integration of climate change adaptation contents into relevant strategies and planning.
It aims to do so through the following means:

Decision No. 1055/QD-TTg on promulgating the National Climate Change Adaptation Plan for 2021 - 2030 Period with a Vision by 2050
- Intensifying the state management of climate change, including climate change adaptation contents, and promoting the integration of climate change adaptation contents into relevant strategies and planning;
- Making investments in adaptation actions, science and technology, and increasing public awareness to be ready to adapt to climate change; and
- Reduce disaster risks and minimise damage in order to be ready to cope with disasters and extreme climate events increased due to climate change.
The Plan sets out two implementation phases: 2021 - 2025 phase; 2026 - 2030 phase. It also sets out a vision for 2050.
A list of tasks of the Plan is enclosed. These tasks concern:
- Intensifying state management and resources;
- Agricultural sector;
- Disaster management;
- Environment and biodiversity;
- Water resources; and
- Infrastructure facilities.
