Summary

  • As stated in article 1, this Decree elaborates some articles of the Law on Environmental Protection, including article 91 on reduction of GHG emissions, article 92 on ozone layer protection, and article 139 on the organisation and development of a domestic carbon market.Section 1 concerns the mitigation of GHG emissions. Inter alia, this Section prescribes the inventory of GHG for certain establishments. It also sets up a national MRV system.Section 2 delineates the architecture and development of the domestic carbon market. It outlines a development roadmap for the period of up to the end of 2027, and from 2028, and touches on the participants of the domestic carbon market, the certification of carbon credits, the exchange of GHG emissions quotas and carbon credits, the registration of programs and projects, and the responsibility for further development of the market. Section 3 concerns the protection of ozone layer. This section deals with controlled substances and provides roadmap for management and phaseout of controlled ozone-depleting substances and greenhouse gases. The various measures for the promotion of GHG emission mitigation and ozone layer protection are outlined in chapter IV. Such measures concern:Cooperation mechanisms and methods;
