Summary

The Minister of Ecological Transition, Energy, Climate and Risk Prevention prepares and implements the Government's policy in the fields of sustainable development, environment, climate, energy, energy efficiency, the fight against air pollution, the protection of nature and biodiversity, water and the prevention of natural and technological risks and industrial safety as well as the promotion of sustainable management of scarce resources.In the conse of international relations on climate, energy, terrestrial and marine biodiversity, the environment, risk prevention and the circular economy, they represent the Prime Minister, in charge of ecological and energy planning, in European and international negotiations, in consultation with the Minister for Europe and Foreign Affairs, and ensure the implementation of the agreements concluded.

In the fight against climate change, in conjunction with interested ministers, they prepare and implement policy on reducing greenhouse gas emissions, energy efficiency and climate change adaptation. As such:

  1. They define and implement, jointly with the Minister of Housing and Urban Renewal, the policy on renovation and energy performance of buildings;
  2. They define and implement, jointly with the Minister of Partnership with the Territories and Decentralization, the policy of decarbonization and electrification of road transport, as well as the tools for financing the ecological transition in the territories;
  3. They define and implement the decarbonisation policy, together with the Minister of Economy, Finance and Industry, with regard to the decarbonisation of industry.
  4. For energy, they define and implement, energy policy, particularly in terms of tariffs, jointly with the Minister of Economy, Finance and Industry, and in terms of energy saving certificates, in order, in particular, to ensure security of supply and access to energy, to combat climate change and to promote the energy transition.
  5. In association with the Ministry of Economy, Finance and Industry, they define industrial policy, research and innovation actions concerning the energy sector.
  6. They lead the policy on renewable marine energies, jointly with the Minister of Partnership with Territories and Decentralization.
  7. For raw materials and mines, they define and implement, jointly with the Minister of Economy, Finance and Industry, the policy of raw materials and mines with regard to energy materials and they are associated with the Minister of Partnership with the Territories and Decentralisation with the policy on mines at sea.
