Summary

This Executive Decree creates the Citizen Consultive Council on Climate Change (hereinafter 5C), a platform for citizen participation, part of the national policy of open government, which seeks to strengthen the mechanisms of accountability, provision and access to information. The 5C is a deliberative consultative space, whose objective is to contribute to the design and implementation of national climate change policies, in particular the implementation of the National Planned and Determined Contribution presented by Costa Rica to the Conference of the Parties 21, held in Paris in December 2015.
