The Development and Cohesion Fund (FSC), which acquired this current denomination in 2011, is the main financial instrument through which policies for the development of economic, social, and territorial cohesion and the elimination of economic and social imbalances. The FSC is multi-year in nature, consistent with the programming schedule of the European Union's Structural Funds, ensuring the unity and complementarity of the procedures for activating the relevant resources with those provided for EU funds. Specifically, the Fund's intervention is aimed at financing strategic projects, both infrastructural and intangible, of national, interregional, and regional importance.The distribution of funds is regulated by the Interministerial Committee for Economic Planning and Sustainable Development (CIPESS). The current programme cycle is the FSC 2021-2027, which has a budget of 50,000 million euros approved by the Budget law 2021 (article 1, paragraph 177). The 2022 budget law (law no. 234 of December 30, 2021) subsequently provided for the refinancing of the FSC, programming period 2021-2027, for a total amount of €23.5 billion, at the rate of €3 billion for each of the years from 2022 to 2028 and €2.5 billion for 2029.Especifically regarding the Green Transition, the resolution CIPESS 1/2022 allocated €4,680.085 million to finance sustainable mobility infrastructure projects and, in particular, to the primary and secondary road network, the railway network, and works of regional interest, in compliance with the regulatory percentage distribution criterion of 80 percent to Southern Italy and 20 percent to Central-Northern Italy. Delibera CIPESS 35/2022 approved more €1.6 billion to cope with prices aiming to advance sustainable mobility nationwide.
