Auto manufacturers and importers are required to meet annual zero-emission vehicle (ZEV) regulated sales targets under the Electric Vehicle Availability Standard. Starting in the 2026 model year, they must offer at least 20% of new light-duty vehicles for sale as ZEVs. This percentage will increase annually, reaching 60% by 2030 and 100% by 2035.
