This law establishes guidelines for the preparation of climate change adaptation plans, to implement measures to reduce the vulnerability and exposure to risks of environmental, social, economic and infrastructure systems in the face of the current and expected adverse effects of climate change, based on the National Policy on Climate Change (PNMC). The law establishes that the national plan for adapting to climate change will set out guidelines for state and municipal plans and will ensure priority support for the most vulnerable municipalities exposed to climate threats, as well as encouraging inter-municipal consortia and regional arrangements to implement the measures it provides for. It modifies article 5 of Law 12.114/2009.
