Act 620/2010 on Flood Risk Management, last amended by Act 676/2025

The Flood Risk Management Act (620/2010) establishes Finland’s legal framework for assessing and managing flood risks and reducing the adverse effects of floods on human health and safety, the environment, infrastructure and economic activities. It requires the preliminary assessment of flood risks, identification of significant flood-risk areas, preparation of flood hazard and flood risk maps, and development and periodic review of flood risk management plans. The Act promotes coordination between flood risk management and river basin management, including consideration of climate change and environmental objectives. It assigns responsibilities to national, regional and local authorities and provides for public participation in the planning process. The Act is supplemented by the Government Decree on Flood Risk Management (659/2010), which sets out more detailed requirements for assessments, maps and management plans.
