In 2004, the Italian government devolved power to Italian regions to promote energy efficiency and renewable energy sources while maintaining the national scale of such promotion.Energy - demand-side policies: several measures served to reorganise the energy markets and encourage competition, including the expansion of green certificate trading from renewable and CHP projects to include hydrogen. The law also reduces the size of green certificates from the initial value of 100 MWh to 50 MWh.
