The purpose of this Law is to modify the legislative texts that, directly or indirectly, regulate the development of agriculture and livestock and to adapt them in order to favor the development and diversification of these activities and facilitate the generational transition , in order to ensure its durability. It also aims to create a legislative framework that is conducive to the development of other complementary activities that can favour the livestock and agricultural sectors, as well as the creation of an advisory body to coordinate actions in livestock and agricultural matters.

According to article 2 of the law, some of the specific objectives of the law are 1) to promote agricultural and livestock activities that favour the sustainable production of quality food, 2) Encourage the use of appropriate practices to contribute to the maintenance of biodiversity, the improvement of landscape quality and the reduction of natural risks, and 3) Promote the development of sustainable agricultural infrastructures and facilities.

According to Andorra's 2022 NDC, the law "provides as a protectable action, the installation of systems for the use of energy from renewable sources in the buildings that are part of the facilities and equipment that make up the agricultural holdings that are registered in the Register of Agricultural Holdings. With this, the modernisation of the agricultural and rammed sector and its involvement in the production of energy from renewable sources, make this economic sector one more actor to consider in national climate action."
