The Law of 27 April 2022, n. 34, which converted with amendments the Decree-Law of 1 March 2022, n. 17 (widely known as the "Decreto Bollette" or "Energy Decree"), represents a strategic legislative pillar in Italy’s response to the 2022 global energy crisis. Its goal is to accelerate Italy’s energy sovereignty by removing bureaucratic barriers to renewable energy production and reducing fossil fuel dependency.
It liberalises rooftop solar installation as "ordinary maintenance" (Art. 9), defines fast-track "Suitable Areas" for renewables (Art. 12 20), and promotes agrivoltaics (Art. 11). It also mandates energy-saving consumption limits in public buildings (Art. 19-quater), known as ‘operation thermostat’, which sets strict limits on the heating (max 19°C) and cooling (min 27°C) of public buildings.
