This law aims at preventing, protecting and managing the consequences of climate change and biodiversity loss for people, animals and vegetation in Benin over the short, medium and long term. The law sets out a framework for reducing greenhouse gas emissions and introduces measures to promote energy efficiency. The law also lays out a framework to take adaptation measures to protect the air, land, water and other natural resources. The law establishes a national Climate Change Committee, reporting to the Minister responsible for climate change, in addition to a Commission responsible for producing economic models on the impacts of climate change, and integrating relevant changes to the state budget. 

The law also sets out a carbon tax. The modalities for this tax will be fixed by the annual finance law.
