The law aims to accelerate the development of renewable energy projects in France. It seeks to meet this objective through the creation of renewable energy acceleration zones, reducing administrative barriers that have historically delayed renewable energy projects, promoting the integration of solar energy with agriculture, and mandating solar installations for certain businesses like car parks and new commercial, industrial, and public buildings, providing support for corporate power purchase agreements (CPPAs) and introducing reforms to the grid connection procedures.

Decree No. 2024-1023 of 13 November 2024 on the acceleration of renewable energy production establishes the procedures for the application of Article 40 of Law No. 2023-175 of March 10, 2023 on the acceleration of renewable energy production (APER), which provides for parking lots of more than 1,500 m2 an obligation to install shades integrating a renewable energy production process. It gives the definition of the area of a parking lot to which this obligation relates. It also defines the criteria for exemptions provided for by law. It also specifies the conditions for the application of the sanctions applicable in the event of a breach of obligations.
