Summary

This Law stipulates the provisions for the development of electricity, renewable energy power and investment in the construction of power projects, amongst other provisions. Government agencies, organisations and individuals are to prioritise the exploitation and effective use of renewable and new energy sources to exploit natural resources sustainably and reasonably, ensure national energy security and serve electricity exports. The training and development of human resources are to be synchronised with the development of said energy. Renewable energy projects are to comply with the provisions of Vietnamese law on the response to climate change.

This Law also stipulates that the government will detail the preferential mechanism and support policies for the development of renewable energy, which is detailed in Decree No. 58/2025/ND-CP. Support includes the following:

  • Renewable energy sources are stored and prioritised for mobilisation at peak hours of power usage;
  • The state will prioritise the research, development and application programmes for photovoltaic panels, wind turbines and power conversion equipment for wind and solar power;
  • The State will exempt and reduce fees for land use and the use of marine areas for new energy projects where the power is produced from 100% hydrogen or 100% green ammonia or a 100% mix of both.

The Decree also stipulates the means of sale of surplus electricity output by organisations and individuals.
