The primary objective of Law 99/2009 was the liberalization and modernization of the national energy system. It sought to increase competition in the electricity and gas markets, enhance energy security. Through Article 42, it established the first robust regulatory and incentive framework for Offshore Wind, drastically increased the profitability of Biomass and Biogas via the "All-inclusive Tariff," and created a synergy between agricultural production and renewable energy through cumulative incentives for farmers. Art. 43 promotes the "Decarbonization of Transport" by providing five-year tax exemptions for LPG and Methane vehicles, incentivizing both new purchases and the retrofitting of the existing national fleet.
