Summary

This strategy outlines objectives, strategies, conditions and lines of action that must be implemented to accelerate the mobilization of climate financing from public, private, national and international sources for the benefit of all sectors and actors involved in the implementation of climate actions and measures. The strategy was formulated in 2020 through a participatory process that included eight virtual dialogues with actors from the public, private and financial sectors, as well as local governments, international cooperation, academia, indigenous peoples and civil society. The strategy pushes forward a multi-actor and multisector vision of climate financing. 

This strategy envisions that by 2030, Ecuador will be able to effectively and efficiently mobilize and channel national, international, public and private resources for the management of climate change, promoting low-emission and climate-resilient development in the country, in compliance with national and  international commitment on climate change. 

Specific objectives include: 

1)    Establishing institutional arrangements and a governance framework that facilitates multi-level and multi-sector articulation of actors involved in climate financing. 

2)    Promoting a financial system that mainstreams the risks and opportunities derived from climate change management. 

3)    Identifying and designing mechanisms and instruments that allow climate financing resources to be mobilized in a transparent, effective and efficient manner.

4)    Promoting conditions that facilitate and democratize the access, allocation, management and mobilization of climate finance.

5)    Promoting a regulatory framework that provides certainty and incentives to leverage climate financing in all sectors.

6)    Facilitating an adequate flow of information and knowledge on climate financing.
