The National Development Plan PND 2025–2030 (Plan Nacional de Desarrollo 2025-2030) outlines the strategic framework for Mexico’s federal policy planning, in accordance with Article 26 of the Constitution, which mandates that the state must guide national development through a democratic and deliberative planning system. The Plan functions as a mandatory reference point for all sectoral, institutional, regional, and special programmes of the Federal Public Administration, requiring alignment in both programming and budgetary processes. In line with the Ley de Planeación, the PND includes a diagnostic overview of national priorities, general policy axes, implementation strategies, performance indicators, and a long-term vision.The 2025–2030 Plan introduces four general policy axes: governance with justice and citizen participation; development with well-being and humanism; moral economy and dignified work; and, sustainable development. The PND 2025-2030 additionally includes transversal priorities such as gender equality, public innovation, and the rights of Indigenous and Afro-Mexican peoples. Environmental and climate-related goals are woven into various policy strands, including commitments to strengthen state control over the energy sector, promote renewable energy, expand access to solar panels. Climate change is also indirectly included in the goals related to securing the right to water through irrigation modernisation and water recycling, and the advance of environmental protection through circular economy initiatives, reforestation, and air quality improvement in major urban areas.
