National Disaster Risk Reduction Strategy (NDRRS 2023-2030)

The National Disaster Risk Reduction Strategy in Albania (Strategy) is the underlying document for all future disaster risk management activities and investments as well as other relevant civil protection, response, recovery and development planning documents. Albania has identified the most relevant national natural and man-made hazards that could cause a disaster and analyzed and assessed the disaster risk in the 2022 National Risk Assessment. The Strategy is developed under coordination of the National Civil Protection Agency (NCPA) and will be adopted by the Council of Ministers of the Government of Albania. The main purpose of the Strategy is to guide Albania's future disaster risk management activities and investments in a comprehensive and inclusive manner.The legal basis for the Strategy is specified for the first time in Law No. 103/2014, dated 31.07.2014 "On the approval of the National Security Strategy of the Republic of Albania" where "the adoption of the National Disaster Risk Reduction (DRR) and Civil Protection (CP) Strategy" was defined as one of the objectives of strategic necessity no. 5 - "Consolidation of the Protection and Security Sector".
