The National Energy Policy was originally published in 2006, and renewed in 2013 and 2023. The primary objective of this energy policy is to achieve national energy security and universal and equitable access to energy services whilst contributing to a net-zero by 2050 goal for the country. 

The 2013 policy's primary objective was to provide affordable energy to all, with a secondary objective of achieving sustainable energy supplies and reduce energy import costs. It set out targets for the energy sector, aligned with the Sustainable Energy for All (SE4ALL) initiative of the United Nations. These targets notably relate to grid-based power supply, renewable energy, transport and energy efficiency. It built on the 2006 policy that aimed to strengthen the capacity for energy planning and enhance energy security, and started to encourage the use of renewable energy applications.
