National Policy for Sustainable Urban Mobility of Ecuador (PNMUS) 2023–2030

The National Policy for Sustainable Urban Mobility (PNMUS) 2023–2030 provides a strategic framework to address the environmental, economic, and social challenges of current mobility systems in Ecuador. Guided by the Constitution, the Organic Law on Land Transport, Traffic, and Road Safety, and international commitments such as the Paris Agreement and the 2030 Agenda for Sustainable Development, the policy aims to reduce greenhouse gas emissions, improve accessibility, and promote sustainable urban planning.On climate change, the plan incorporates three climate-focused approaches to enhance urban resilience and reduce environmental impacts: (1) promoting sustainable and efficient mobility modes, such as public transport and active transportation, to reduce private vehicle reliance; (2) developing resilient infrastructure to adapt to climate change, including climate-proof urban spaces and facilities; and (3) mitigating the effects of urban heat waves through nature-based solutions, such as green streets, shaded spaces, and microclimates. These approaches align with the policy's broader goals of reducing greenhouse gas emissions and fostering climate-resilient cities.The PNMUS serves as a comprehensive guide for local governments, supporting the implementation of Sustainable Urban Mobility Plans (PMUS) and providing technical and financial resources for cities to transition toward low-carbon and inclusive mobility systems.
