The Strategy aims to improve the adaptive capacity and increase the resilience of socio-economic and natural systems to the impacts of climate variability and change over different areas and time scales, facilitating Romania's transition to a sustainable, low-carbon economy. The SNASC also aims at sectoral development in line with the principles of the EU Strategy for Adaptation to Climate Change, namely smart, rapid, systemic and connected adaptation at the global scale of action.

The Strategy is based on the need to ensure an adequate level of resilience of the Romanian society, economy and environment to the impact of climate change and its associated risks, in the time horizon 2024-2030-2050, by accelerating the introduction of adaptation measures in all sectors of activity. The strategy proposes the picture of Romania's sectoral development in the coming decades in the light of the following scenarios: a) no adaptation measures are taken (baseline scenario) ; b) adaptation measures are adopted, within the framework provided by global climate scenarios. For quantitative assessment of the costs and benefits of adaptation, national sectoral development scenarios are needed to complement the global scenarios used in this document with specific information. The next update cycle of the Adaptation Strategy will need to have such scenarios, built on the integrated assessment models to explore alternative socio-economic conditions in the specific case of Romania.
