Finland's Transport 12 Plan states GHG reduction within its broader energy-efficiency and sustainability goals. Domestic transport emissions stood at roughly 9.7 Mt CO2-eq in 2024 (about 4% higher than 2023, but down 26% since 2005), and Finland's binding EU effort-sharing target requires a 50% cut versus 2005 levels by 2030, with transport being the largest emitting sector within that target (about 38% being 96% of it from road transport). The Transport 12 Plan focuses on measures such as: promoting alternative-fuel distribution infrastructure (EV charging, hydrogen), supporting continued electrification of passenger and heavy vehicle fleets, growing the renewable/biofuel blending share in liquid fuels, funding public transport and walking/cycling infrastructure especially in the seven largest urban regions, and improving efficiency of the existing network.
However, the report also flags that several government-program measures work against these goals: a reduced renewable fuel distribution obligation, lower fuel taxes, higher VAT on public transport, and cuts to walking/cycling investment funding.
