Summary

This order aims at implementing paragraphs 6, 8 and 9 of the annex to the national action plan for the first stage of adaptation to climate change for the period up to 2022, approved by order of the Government of the Russian Federation of December 25, 2019 N 3183-r (Collected Legislation of the Russian Federation, 2020, N 1, article 115).

The recommendations are intended for an unlimited circle of people when assessing climate risks for territories (including natural objects) and the population, economic and other activities (including infrastructure), as well as for sectors of the economy, including the estimated costs of eliminating the consequences of climate change or preventing their impact (taking advantage of them).

The recommendations contain a unified approach to organising and conducting climate risk assessments and are based on the following principles:
  • the staging and consistency of the climate risk assessment process, which implies regular updating of the methodological approaches used and their addition with new ones;
  • a differentiated approach that takes into account the natural-climatic, socio-economic and technological specifics of climate risks in various sectors (spheres) of the economy and regions;
  • comprehensive assessment of climate risks, which involves taking into account preventive (proactive) and post-crisis adaptation, as well as adaptation to direct (real and expected) and indirect consequences of climate change for the population, environment, infrastructure and economy;
  • harmonisation and integration of climate risk assessment at the territorial and sectoral levels;
  • monitoring and forecasting the level of climate risks in the regional and sectoral contexts.
