Perform, Achieve and Trade (PAT) Scheme

This scheme was prepared by the National Mission for Enhanced Energy Efficiency (NMEEE). It is a regulatory instrument that aims at enhancing energy savings in energy-intensive industries. The scheme assigns energy saving targets to Designated Consumers (DCs) for a three year cycle, and associates a market-based mechanism to enhance the cost effectiveness through certification of excess energy saving which can be traded.

The PAT cycle V runs from 2019-2020 to 2021-22. The PAT cycle –VI  runs from 2020-21 to 2022-23 and targets Cement, Commercial buildings (hotels), Iron and Steel, Petroleum Refinery, Pulp and Paper and Textiles. According to the Bureau of Energy Efficiency, this cycle should lead to total energy savings of about 26 MTOE, i.e about 70 million tonnes of CO2, by March 2023.
