In 2016, the Philippines Development Plan 2017-2022 was adopted. It was anchored on the AmBisyonNatin2040 (25-year long-term vision). The plan had three pillars: 1) enhancing the country's social fabric; 2) reducing inequality; 3) increasing potential growth.

The plan was updated by the Philippines Development Plan 2023-2028. Its key goals are to reinvigorate job creation and accelerate poverty reduction. Chapter 15 covers climate action and disaster resilience. The priority is to enhance the adaptive capacity of communities and ecosystems that are most vulnerable to natural hazards and climate change. There are three intended outcomes: (a) increase climate and disaster risk resilience of communities and institutions; (b) enhance ecosystem resilience; and (c) enable the low-carbon economy transition.
