This decree approves a new version of the country's national security strategy (attached to the decree's text). The Russian government has been acknowledging in its security strategy the threats deriving from climate change since 2015 (decree 683/2015, repealed by this document).
This strategy notably states that climate change is used as a pretext by the world community "for restricting the access of Russian companies to export markets, curbing the development of Russian industry, establishing control over transport routes, and preventing Russia from developing the Arctic."
In article 25.6, the strategy states that among Russia's national interests and strategic priorities are environmental protection, conservation of natural resources and rational use of natural resources, adaptation to climate change.
